Section 5.2 of the spec identifies the start-limit attribute.  It states that this attribute indicates "number of times this step may be restarted" and defaults to 0 which means no limit.  If 0 means no limit, how are steps that cannot be restarted indicated?  In Spring Batch, this attribute is the number of executions (not restarts) allowed.  A step that can only be run once (not restarted) would have a start-limit="1".
