In section 5.2.1 of the spec, the checkpoint-policy element discusses that if the policy is "custom", then the developer would specify a "checkpoint-algorithm" element, however that element is never defined in the spec.

As a side note, why not just have the string identified in the checkpoint-policy identify the algorithm itself (instead of a two step process)?

The checkpoint algorithm element is defined in section 5.2.1.5 of the public draft. An element vs an attribute value is needed so there is a place to specify batch properties for the checkpoint algorithm.
