pg 42, in the table for next element, to attribute:

Specifies the job-level step, flow, or split to which to transition after this decision... 

Why is job-level step...?  The source step can be nested inside a flow, and so its target next step will not be a job-level step.

Good catch.  There was a time when the spec allowed transition elements on decision only.   That statement on pg 42 is a leftover.  It will be removed.

Changed to read:

"Specifies the execution element to which to transition after this decision."

Note the rule for transitioning within flows aren't mentioned here, only elsewhere.  Not trying to address that..
