Realm: error when adding a user to a realm in a new config

      Description

      build used : GF V3.1 nightly dated 11/18

      Create a new config by copying from default-config.
      create a new file realm under new-config/security/realms node.
      Select the new file realm and click "Manage Users" button.
      We see an error as below:
      "File realm new-realm does not exist"

      server.log has the below error:
