The payload handling does not correctly handle the case in which the target location is absolute and does not yet exist.

The logic to handle non-existent output directories currently is used only for relative paths (for no good reason).

Fix for 15053

Transfered files would be deposited in the wrong place if the destination was an absolute path that did not yet exist. (Relative non-existent paths were already handled correctly).

Tests: QL, deployment and ejb devtests
