Monitoring Probes not getting disabled as expected

If all monitoring levels are OFF – isn't there supposed to be no monitoring data generated? I.e. I expect Flashlight Framework to disable all probes. I don't see that happening.

Here is how I saw it though there are easier ways to see it I'm guessing:

1) brand new DAS
2) make sure ALL monitoring-levels are OFF
3) run the sample script, starts.js, with run-script
4) wget DAS

Result: there is output. I was expecting nothing.
