change-admin-password should work as a local command if the DAS is down.

Currently the change-admin-password command requires that the DAS be up to change the domain's password. It needs to be enhanced to work even if the DAS is down.

Note that the work needed to make a local admin command be able to check/set the admin password is also required for issue GLASSFISH-17514.

This capability is needed to support a zip distribution where the domain will not start until an admin password is set (see GLASSFISH-17515)
