Useless text when creating custom resource

      Description

      In admin console, when creating a custom resource, the following text is useless and need to be removed:

      Ensure that the resource references and EJB references are linked to the configured server-wide resources, as defined by the custom-resource and external resources tags in server-xml.

        Revised the inline help to now read:

        "Create a custom JNDI resource so that applications can gain access to resources stored in a local repository."

        The incorrect text was not used in the OLH.
