BATCH RI: Skippable include class exceptions not caught with default skip-limit values

      Description

      Tested with latest build b22

      Have a chunk job with skippable exception include classes

      Sample chunk element:

      <chunk item-count="2">
      ...
      </chunk>

      skip-limit by PFD "The default is no limit.". Does it mean infinite maximum value or zero by default?

      If the value is infinite value, then this bug is valid

      The specified skippable exception include classes exception thrown inside chunk job, skippable listeners don't catch the exception and Job Failed with FAILED status.

      Issue -> If skippable exception include classes is thrown in job processing, then it should skip the exceptions and continue the job processing

      Deploy the app and click StartJob1 from the servlet http://<server>:<port>/SimpleListeners/JobSubmitterServlet

      Job1 has Arithmetic exception thrown in Item Processor which is not caught by skippable exception include class and the Job fails with FAILED Status
