      Description

      The jaxws-catalog.xml file is not always processed correctly.

      In the first scenario, the user deploys a web service which uses a catalog file
      using the Admin Console. Then, when a client accesses the web service through a
      method call, JAXWS processes the catalog file and everything runs well.

      However, as soon as Glassfish is shutdown and restarted, any accesses to the
      web service does not trigger the catalog file to be processed.
