admin gui web-app shoudn't be available as default-web module

Right now it is possible to set as the default web module for a virtual-server
the admingui web-app. The admin gui fail to start once set as default web module
other than the admin virtual server. If the admin-gui cannot be used outside the
admin vs, then admingui shouldn't be a choice when changing the virtual-server
default web app. If the admin gui can be used not only on admin vs, then web-app
shoudn't rely on any other web-app in order to work on other vs.

admingui webapp isn't default web-module for any VS. admingui is using empty
context root now, and the associated VS is __asadmin which isn't exposed to
users. If I'm missing anything in your comments, could you please let me know.

This is fixed as part of issue number 1739. VS __asadmin isn't exposed to user
defined apps. admingui is a system app, and this is fine. I'm marking this as fixed.
