JSF throws exception if schema is not configured in faces-config.xml

      Description

      If I deploy a JSF app which does not specify schema information in
      faces-config.xml, then I get the following error:
      Exception sending context initialized event to listener instance of class
      com.sun.faces.config.ConfigureListener
      javax.faces.FacesException: Can't parse configuration file:
      jndi:/server/test3/WEB-INF/faces-config.xml: Error at line 9 column 29:
