Character encoding corrupt for UTF-8 on form submit

      Description

      I have a XHTML page with encoding UTF-8 like this: <meta http-equiv="Content-Type" content="text/html; charset=UTF-8" />
      If I submit a form the input parameters get corrupted if they contain national characters, for example Swedish characters; ÅÄÖ.
      Although if there is a validation error and therefore the page reloads and then I submit the form again, then it works correctly.

      If I change the charset to ISO-8859-1 it works correctly.

      Maybe this has something to do with: JAVASERVERFACES-2217
