Specify what should happen if the same flow is defined both in XML and via @FlowDefinition

      Description

      The spec for FlowHandler.addFlow() requires an IllegalStateException be thrown if there is already a flow with the same identification as the one trying to be added.

      The spec does not say the ordering in which flows should be added

      XML then Java
      Java then XML

      This needs to be clarified.
