Allow page authors to define ordering of resources in the <head>

      Description

      Right now, developers have no control over the ordering of resources loaded in the HEAD of the document. This can cause problems with ordering of CSS, JavaScript resources, or browser behavior. Something like PrimeFaces' solution (http://blog.primefaces.org/?p=1433) is definitely needed.

      I ran into this requirement trying to force IE to use "IE 8 Standards Mode". This requires a <meta> header, but it must be the first element in the <head>. This isn't possible without a custom component or a third-party library like PrimeFaces..
