Clarify that a piece of text in the navigation handler section of the spec only pertains when inside of a flow.

Consider this spec text, from section 7.4.2:

If the <to-view-id> element is a non-view flow node, resolve it to a vdl view identifier by following the algorithm in Section "Requirements for Explicit Navigation in Faces Flow Call Nodes other than ViewNodes".

That text only pertains to navigation within a flow. This restriction must be explicitly called out.
