Today, it is not really possible to specify the order of the handlers (like
Nav/ViewHandler).

When a JAR contains a faces cfg, containing such a handler the "order" is by
class path.

acdc.jar is loaded before zz_top.jar

Sometimes, some frameworks need to make sure their handler (like
Trinidad/RichFaces ViewHandlers) is the last. These frameworks create web.xml
ctx params to "fix" that.
