While we've added annotations for most JSF artifacts, we left out Facelet
artifacts. TagHandler (or FaceletTagHandler) and TagDecorator seem like logical
choices. I'd also like to see an annoation for TagLibrary too if it is added to
the public API (see issue #649).

Considering the code in com/sun/faces/application/ApplicationAssociate.java, each new annotation requires approximately 10 lines of code of support implementation along with separate classes for the annotations themselves.

If the annotation for TagLibrary is included, the major work is in JAVASERVERFACES_SPEC_PUBLIC-649 with the repackaging and potentially JavaDoc.
