      Description

      Some configuration from the original version of Facelets, like TagDecorator and ResourceResolver, should be defined in faces-config.xml instead of web.xml. Configuration with web.xml is more error-prone to use because there's no schema.

        We'll do this for new jsf artifacts going forward but because we'll always have to support the existing ones in web.xml, may as well stick with it.

        Ed, that isn't a very good argument. There's tons of stuff we deprecated and we still have to support. It's time for us to clean up some of these inconsistencies...
