      Description

      One of the common error message in the JAXP RI while loading a schema document
      is this:

      [WARNING] schema_reference.4: Failed to read schema document 'http:/
      /www.w3.org/2006/03/addressing/ws-addr.xsd', because 1) could not find the docum
      ent; 2) the document could not be read; 3) the root element of the document is n
      ot <xsd:schema>.

      This error needs to be diagnosed more accurately.

      Generally speaking, a program shouldn't report "either X or Y". Figure out if it
      was X or Y, and just report so.

      And this error is known to occur for other reasons as well, such as when this
      XSD has a DOCTYPE decl that points to a remote resource.

      Finally, when the parsing failed due to a wellformedness violation, the error
      should include a nested error message/exception that indicates what was the
      cause of the problem.
