The specification should recommend that Content-Type is defaulted to application/octet-stream at the start of the matching process

      Description

      The spec recommends defaulting Content-Type to application/octet-stream during the read phase.
      In some rare cases it can cause side-effects. As discussed at the list, the concrete example is the use of "curl -T" which does not provide a Content-Type.

      The spec should say that if CT is missing then default it to application/octet-stream before the matching process starts
