Provide test utility module to be shared acros various Jersey tests

      Description

      test org.glassfish.jersey.tests.e2e.server.ExceptionLoggingTest contains:

      // TODO: check the error log

      Implement checking of the log by custom logger for example. This solution can be implemented into some test util and reused for similar cased (for example ExceptionMapperTest).

        Updated issue type to improvement as log checking has already been implemented
        in the above mentioned test as part of JERSEY-1613 work.

        Now the added code should be migrated into a new utility module, so that it could be leveraged also
        in other jersey tests (e.g. OSGi testing also include some log checking, and there are some other areas,
        where test utility code could be shared).
