ec must vote to cancel meetings once scheduled

      Description

      standing rules:

      48 - add "once scheduled, cannot be canceled without 2/3 majority of both ECs". Deals with issues of meetings canceled w/o EC consultation last year.

        As discussed at the September 21 Working Group meeting...

        The PMO/Chair runs the meetings. Like it or not, if the PMO/Chair decides to cancel a meeting, or decides not to show up, there's nothing that EC members can do about this. (We have no proceedures for running meetings in the absence of a Chair.)

        So, I'm closing this as "Will Not Fix."
