      Description

      The word consensus is used without it being defined. Change all occurrences to rough consensus and reference IETF's RFC that defines it; use "rough consensus" instead of "sustained opposition"

        I've defined Consensus in the Process document with reference to RFC 2418 and changed all occurrences of "consensus" to "Consensus" there.

        In the Standing Rules document I have changed all instances of "consensus" to Consensus, and substituted all occurrences of "if there is no sustained objection" to "if there is Consensus to do so".
