doc incorrect on max. clusterid length allowed based on max. database table name length

      Description

      The MQ Administration Guide on enhanced cluster max. clusterid length (value for imq.cluster.clusterid) is not correct

      "no more than n-13 characters, where n is the maximum table name length allowed by the database"

      should be
      "no more than n-18 characters, where n is the maximum table name length allowed by the database"

      Similar max. length restriction, n-16, need to be documented for conventional cluster of peer brokers, which uses a shared JDBC store for the cluster's configuration change record.
