      Description

      Use Case: User has no working TCP stack. Thus we are unable to get fancy HTML
      descriptions. 2 of the tabs will be empty.

      No need to annoy users with a tab that has a message like "Can't reach the server".

      Instead just disable them.

      We could also easily make these tabs disappear, but there is a GUI design issue
      with that.

      Please to re-open, Steve, if you would prefer making them disappear.

        1) the 2 individual tabs are disabled PERMANENTLY if the URLs can't be found.
        2) The entire tab panel is disabled from the start. It lights up once any
        module is selected, and then stays that way PERMANENTLY

        I also removed the details label and used a titled border around the tab panel
        with "details" as the title

        Then I moved the tab names over to the left of the tab in order to save precious
        vertical space. This can be EASILY changed if desired. (15 seconds + compile)
