On MacOS 10.5.2, using Java 1.5.0_13 (default version), I cannot click in the UI to set an HTTP Proxy.

RemovePage(0) done to remove the General Preferences tab messes with the event
binding and disables the radio buttons.

Per Jacek:

radio buttons can be checked now, can set http proxy and apply/ok, exit the GUi,
restart the GUI, the preferences in network are as set.
Refresh an existing image from updates.sfbay, can reach the server via the proxy
set correctly.
