As reported in this GlassFish Bug:
The bootstrapper can hang on Vista (and Windows 7) when Vista's Auto-Tuning
feature is enabled. This feature is enabled by default.
The workaround is to highly restrict or disable auto-tuning:
netsh interface tcp show global
netsh interface tcp set global autotuning=disabled

chance of the hang occuring when auto-tuning is enabled.
