As mentioned in #JAVASERVERFACES-2462 I think you can do the following:

  1. Add an extra Control constructor with the charset parameter.
  2. This constructor would set the charset property of Control class/object.
  3. The default constructor of Control would set charset to "ISO-8859-1".
  4. The charset would be used in ResourceBundle.Control#newBundle (as mentioned in #JAVASERVERFACES-2462).

This I belive would make it as backward compatible as possible.
