There is text in section "Determining the active Locale" (section number 220.127.116.11 as of version 2.2 of the JSF spec) that speaks too narrowly of how the system must process the <supported-locale> entries in the <locale-config> of the faces-config.xml file. In particular, this text runs afoul of the changes for script tags specified in IETF BCP47.
This text must be generalized so that existing behavior continues to be spec compliant, while BCP47 style entries can also be supported.
The spec for the <f:view locale> attribute must also be inspected so that it is compatible with BCP47.
