The javadoc in Converter.getAsObject() says that this method is called to convert into a model object to be stored into the UIComponent during the !!! APPLY_REQUEST_VALUES !!! phase.

In apply-request-values phase only the submitted value is set on the UIComponent - Converter.getAsObject() is normally called during process-validation phase.

Set priority to baseline ahead of JSF 2.3 triage. Priorities will be assigned accurately after this exercise.
