The wording in section 1.2.4 UNRESPONSIVE OR INACTIVE SPEC LEAD should be modified to ensure that the process cannot be used to seize control of a JSR from an individual or organization that is unwilling to cede control.

The second half of section 1.2.4 will now say:

If the EC agrees that there is cause, it may ask the PMO to replace the Spec Lead. In the case where the Spec Lead is a Member Representative the PMO shall ask the Member to replace the Spec Lead. If the Member refuses to do so, the PMO shall seek to put in place an alternative Spec Lead, in which case the EC must conduct a transfer ballot as specified in section 5.1.2 of this document. If no Spec Lead replacement can be found, the EC shall initiate a JSR Renewal Ballot to determine whether the JSR should be shut down.
