After doing some testing I discovered a  "todo" in the 
XmlPreprocessingNamespaceHandler.mergeCacheConfig() method that describes how 
it should handle non-Coherence-based XML Namespaces (or rather does not 
handle) i.e. anything not a cache mapping or cache scheme.
 
Here's my suggestion.   Probably the best place to handle this is by 
deferring it to the foreign (i.e. other namespace) NamespaceHandlers 
themselves.   We could do this by introducing an optional interface for them 
to implement, that allows them to perform customized "merging"
