I tested the staged release of 1.397 by doing a SNAPSHOT release of the test plugin (1.1-SNAPSHOT).

Seems the staging is good.

Ok, I see that there are no objections so I will stage the release.

I have done something I didn't really want to do but I don't think we have a choice. The hudson-test-harness is completely and totally unstable so I have disable the tests for this module because myself, Winston and Jamie have not been able to get a successful run ever. Winston is going to attempt to fix these next week but we don't have a choice at this point if we want to release the hudson-test-harness. Unfortunately the module conflates tests for Hudson itself and a harness that plugin developers use. 

We can work on this separation of concerns later, but if a developer choose to use the automatically generated tests that the HPI plugin can provide then this artifact needs to be deployed as part of the release. This stuff is in pretty awful shape but it is what it is.

I'll stage the release later tonight or tomorrow morning.
