    I am not sure that the proposal I made will be generally acceptable,
    but I think it may help to clarify its intent.<br>

    Its purpose is to allow the developer to convey to the policy
    subsystem, the logical authorization<br>
    model under which the application was developed (if there was one).
    This model would facilitate<br>
    the provisioning of the policy subsystem in the case where there
    might not otherwise be a policy admin<br>
    whose job it was to prepare for the secure deployment of this
    application. <br>
    <br>
    The provisioning would be of what should be thought of the initial
    or default policy configuration for<br>
    the application. It would not preclude an informed administrator
    from choosing to configure a more<br>
    suitable policy. The high level objective is to provide a simple
    baseline of functionality in support<br>
    of applications that require finer grained access control (based on
    attributes).<br>
