Never mind - it actually did work, I just left out the critical details
that would have let you spot my error:
# pkg -R /mnt update
Release notes can be viewed with 'pkg history -n 1 -N'
# pkg history -n 1 -N

Since I hadn't rebooted into that manually mounted BE yet, I needed to
# pkg -R /mnt history -n 1 -N

If you have an xorg.conf file which specifies this device driver, you will
need to change it to use the "nvidia" or "vesa" drivers instead.
Perhaps when pkg is working on a BE other than the active one, it could
say something such as:
Release notes can be viewed with 'pkg history -n 1 -N' in the new BE
or even give the -R flag if appropriate, so people who blindly copy &
paste without thinking don't need the gentle reminder I gave myself
today with a good head thumping on the desk.
