Yes, assuming changes can still occur based on feedback and other
input after the review.
The primary goal of the next review phase is to get buy-in from Oracle
for JDK9. I think that the spec document is reasonable for the new
review at this point, I haven't had a chance to review the JSR API
I would suggest that the key Oracle people will be busy finishing JDK8
for the next month or so, thus there is advantage to a delay. However,
