Hi All, we have the cases where:

- the non-empty payload is available and no Content-Length header is available
- checking InputStream.available() to determine if the payload is really 
empty causes side-effects

Proposal: have the spec text saying that the runtime can only reliably 
determine the payload is empty if Content-Length is available and set to 0.
