Yeah, the spec is a bit vague - doesn't say whether it's required or optional.  The XSD shows it's optional.  The default must certainly be zero.   I suggest the best practice is to always specify it for the sake of clarity in a JSL.

Is the partition attr required when this properties is under partition
plan element?  I guess so, but it's not clear in the spec (pg 34, in the
table).  Or do we want to default it to 0, meaning this properties only
apply to the first partition?

For example:

<partition>
    <plan partitions="2">
        <properties partition="0">
            <property name="filename" value="/tmp/file1.txt"/>
        </properties>

        <properties partition="1">
            <property name="filename" value="/tmp/file2.txt"/>
        </properties>
    </plan> =============== also need to fix this line in the spec example
</partition>
