I have been putting the intial API draft proposal in the project's git
repository. Though some of the semantics like thread-safety, serialization
etc need to be defined, it can be started as the initial proposal for EG
discussion. The repo is accessible to everybody so those who are eager can
take a look at it. I will post the javadoc to EG mailing list next week to
start the discussion.
Great. Just checked it out. Looking forward to your email.

I saw the java classes there. Is it expected that only you change them
with a preceding discussion or...?
Yes, that's my intention.

EG's delivery is primarily javadoc not the API java files. So EG could use wiki and edit the javadoc.

RI(reference impl) develops the API java files. I haven't started the RI project yet but will do so soon.
If others wanted to involve in the API java files and the corresponding impl development, I can move the repo to RI project and add some of you as the developers.

thanks,
Jitu
