Suggestions from a discussion during the July 31 Expert Group meeting.

When implemented, Spec Leads should be advised to prominently remind 
participants in their work that they are bound by the Terms of Use. Two ways 
of doing so are by a prominent notice on the project's home page and by 
posting periodic reminders to the public mailing list.
