We are anticipating an EDR fairly soon; 9 months from the approval date
would be in July and I see no problem meeting this JCP metric that
encourages expert groups to keep development moving.

The EC clarified, that a Spec Lead may in such case declare exceptional circumstances, which (similar to 354, where the Spec Lead changed due to Victor Grazi leaving Credit Suisse) the EC will take into consideration, but it won't prevent the actual ballot. Bending this rule and conclusion for Oracle-lead JSRs would certainly send the wrong message to the community, so we should consider July, based on the JSR approval it would be the 16th, but there could be some flexibility between beginning and end of that month, the last month for a first EDR.
