It looks like I don't have the link for creating new issues when I am logged in.

I attached a screenshot of the upper right corner of the UI presented by JIRA.

it does not look like you configured JIRA security to allow us to
create issues.

can other confirm / inform that ?

I set up the jsr362-experts mailing list so that only the experts are
allowed to subscribe and post to it (note that all correspondence on
the
jsr362-experts list is automatically forwarded to the jsr362-observers
list). I did that by declaring all experts as "Software Developers" and
restricting the right to subscribe to the list to software developers
and
administrators.

I also took the liberty of subscribing all experts to the issues
mailing
list. If you do not want that, then, ummm, sorry about that ... let me
know, and I'll remove you again, or you can remove yourself from that
list.

I set up a component called "JSR 286 Portlet Specification Errata" in
the
issue tracker, and I would suggest we put all errata into that
component. I
also created an errata issue, so if everything worked according to my
understanding, you all should have received a notification that an
issue
was created.

Over the next few days as time permits I will enter all of the errata /
clarifications that I know of, and would encourage you to do the same
if
you know of any issues.

It might be that some clarifications need to be made in the JSR 286
javadoc
rather than in the spec. Even though we are only editing the spec right
now, I don't think we should let that stop us. Let's document all known
or
proposed clarifications without regard for whether they need to go into
the
spec or into the javadoc ... we can sort it out as we go.
